Chad Flores is a board-certified appellate specialist handling appeals and complex litigation. His firm has led matters at every level, from the Supreme Court of the United States and Supreme Court of Texas to lower courts nationwide, in both private and government disputes.
Chad has served as lead counsel before the Supreme Court of the United States at both the merits and petition stages, as well as in federal circuit and district courts across the country. He also appears regularly before the Supreme Court of Texas and supports trial counsel in lower courts statewide.
In academia, Chad teaches appellate advocacy at the University of Houston Law Center’s Blakely Advocacy Institute and is a guest lecturer at the University of Texas School of Law.

Chad founded Flores Law after specializing in appeals for over a decade at national litigation boutique, where he was a partner in the appellate section.
Before entering private practice, Chad clerked for the United States Court of Appeals for the Fifth Circuit and the Supreme Court of Texas.
He is a graduate of the University of Texas at Austin and American University’s Washington College of Law.

Appeals
Appeals are the firm’s flagship practice area. Chad has been Board Certified in Civil Appeals by the Texas Board of Legal Specialization since 2012, and before founding his own firm, he was a partner in the appellate section of a national litigation boutique.
In appellate courts, Chad handles traditional appeals and original appellate proceedings, petitions for discretionary review, amicus briefs, and moot courts. In trial courts, Chad delivers specialized support for pleading formulation, key legal briefs, jury charges, and post-trial litigation. The practice also gives pre-litigation matter assessments for potential litigants and other stakeholders.
Complex Litigation
The firm’s appellate practice is complemented by a growing docket of complex litigation. For high stakes private matters, Chad serves at inception to devise litigation strategies and oversee their execution in anticipation of appeal. By collaborating with allied trial specialists across the nation, the practice marshals appellate expertise to ensure maximum litigating efficacy and efficiency.
Government litigation is another key practice area. Focusing on the advancement of civil and commercial liberties, Chad represents businesses, associations, and individuals in cutting-edge matters of constitutional and administrative law, as well as white-collar criminal proceedings.
